Establish independent sin tax unit-ZNAN

Harare-The Zimbabwe NCDs Action Network (ZNAN) has called for the effective management of sin tax in Zimbabwe, emphasizing its role in combating non-communicable diseases (NCDs) and generating essential revenue for health initiatives.

In a brief policy addressed to key government officials, including the Minister of Health and the Minister of Finance, ZNAN highlights the urgent need for improved administration, transparency, and strategic allocation of funds generated from sin tax.

ZNAN official, Jacob Ngwenya said the organisation underscores the importance of sin tax as a tool for reducing the burden of NCDs and generating revenue for health development in Zimbabwe.

The sin tax was first introduced in 2023, targeting tobacco products with the aim of reducing consumption and generating revenue.

 In 2024, the government expanded the sin tax to include sugary products, such as sugar-sweetened beverages.

 Earlier this year, the country further adjusted its sin tax policy to encompass ultra-processed foods high in sugar, sodium, and trans fats.

“Sin tax remains an important policy tool for addressing NCDs and promoting economic development in Zimbabwe,” said Ngwenya in the policy proposal.

 “However, effective management of sin tax requires a coordinated approach, emphasizing efficient administration, transparent revenue allocation, and strategic utilization of funds.”

The organization added that the main objective is to ensure effective administration of the tax regime, promote transparent revenue allocation, and support the strategic utilization of funds.

To achieve these objectives, Ngwenya recommends the establishment of a dedicated Sin Tax Administration Unit within the Zimbabwe Revenue Authority, the development of a clear framework for allocating sin tax revenue, and the allocation of a significant portion of the revenue to evidence-based health promotion and education initiatives, as well as healthcare infrastructure development.

“People living with NCDs, mental health, and neurological conditions in Zimbabwe are committed to supporting the Government of Zimbabwe in implementing these recommendations,” reads the policy brief. “This will help promote a healthier population and generate revenue for much-needed health development in the country.”
