Mnangagwa’s ZanuPF has always fought the urban people because they have refused to vote for him. This time ZanuPF will come very hard on urban people as it try to shift blame to CCC controlled Councils.
ZanuPF has always blamed that poor urban council service delivery is caused by CCC uneducated, inexperienced , incompetent and corrupt Councillors.
ZanuPF bombarded Citizens with propaganda that CCC led Councils are mismanaged. The people in urban areas have voted overwhelmingly CCC because they are eeucated and know reasons for the situation in Zimbabwe.
ZanuPF is the Central government. In any country if the Central government policies fails the whole system is affected.
ZanuPF’s budgets affect the budget even at family level . The use of Bond Note has affected the economy badly. Council charge service in local currency but is expected to provide the service in foreign currency. Water , refuse collection and sewage service is charged in local currency but chemicals and fuel to be used is in foreign currency. The people of Zimbabwe have demanded that Bond Note should be disbanded. All salaries must be in US$ so that the effects of parallel market does not affect service delivery.
City roads are in deplorable state. City Councils are blamed by ZanuPF for these roads. The new constitution advocate for devolution but its only on lip service on ZanuPF.
ZanuPF created Zinara to centralized road and traffic tax collection. Before the creation of this cash cow Zinara , all vehicles paid their traffic tax to local Councils. This was the money used to repair City roads. When ZanuPF blame City council on roads whilst it is one hold up the traffic tax money its unfair and satanic
In the early 1980 every City had a department which was responsible for electricity provision. ZESA was responsible for “transporting” electricity from Kariba to the City but the City was responsible for making sure every home and street had electricity.
When ZanuPF created Zesa it demanded that City Councils surrender all equipment to it. Now ZanuPF wants to blame City Council for tower lights and streets lights knowing that these Councils no longer have equipment. All streets and tower lights belong to Zesa as it surrendered everything to it.
ZanuPF blames CCC led Councils for poor water service. Its known that water is pumped by electricity. Zesa is unable to provide 24/7 electricity. ZanuPF knows it is one which is making Zesa to fail to provide services but wants to shift blame to CCC.
Chemicals for water purification are purchased in forex. The government tried the forex auction but it failed. ZanuPF bigwigs were offered forex at auction floor and would inject it into the blackmarket. City Councils were denied the forex as they were labelled opposition.
ZanuPF use Council facilities for free and expect ratepayers to foot the bill. Mnangagwa’s rallies in stadium are not paid for. There is nothing for free as someone has to pay. This means City Council stadium and halls are paid from service delivery payment by ratepayers. This stretches the budget from unbudgeted events.
Resolution
The newly sworn in Councillors must always be in touch with the voters , ratepayers and residents. They must explain the reasons why service delivery is bad . The interference by ZanuPF or Central government must be informed to people. Its important that people understand the devil .
Every month Councillors must explain the amount of money Zinara must disburse to Council . The issue of Zesa loadshedding effects to water must be informed to residents.
City Councils must have vibrant communication cafes in every ward. Establish a ward office of the Councillor which residents easily get information. A weekly two or three page newsletter must be available at ward centre or Councillor’s information cafe.
