Mutare – The Ministry of Public Service, Labour and Social Welfare has convened its 2026 First Quarter Performance Review Workshop in Mutare, as Government intensifies efforts to enhance service delivery and accelerate progress towards national development goals.

The workshop, held at Holiday Inn Mutare, was attended by the Minister of State for Manicaland Provincial Affairs and Devolution, Advocate Misheck Mugadza, as well as the Deputy Minister of Public Service, Labour and Social Welfare Mercy Marova Dinha, who was the Guest of Honour.

The meeting marked the ministry’s first engagement following the validation and endorsement of its Third Year Strategic Plan (2026–2030) by the Office of the President and Cabinet.

In her address, Dinha urged officials to draw inspiration from achievements recorded during the first quarter while using challenges encountered as motivation to improve performance.

“Let us be inspired by the successes we achieved in the first quarter. Equally, let the challenges and shortcomings we encounter not serve as discouragement but as powerful motivation to strive for greater excellence,” she said. She emphasized the need for urgency and innovation as the country moves closer to achieving Vision 2030.

“As a nation, we are now in the final stretch towards Vision 2030. Let us embrace a mindset of acceleration, innovation and resourcefulness to ensure that our quarterly targets are not only achieved but surpassed,” she added.

Deputy Minister Dinha encouraged officials to build on areas of strength while addressing gaps identified in the first quarter to maintain momentum going into the next phase.

Officially opening the workshop, Minister Mugadza underscored the importance of accountability, transparency and results-based management in driving effective public service delivery. “Accountability, transparency and results-based management are critical in ensuring Government programmes achieve intended outcomes,” he said.

Minister Mugadza noted that the review comes at a crucial time when Government is implementing the National Development Strategy 2, the blueprint guiding socio-economic transformation and the attainment of Vision 2030.

He called on ministries, departments and agencies to strengthen coordination, improve resource utilisation, and enhance monitoring and evaluation systems to close implementation gaps.

“A whole-of-government approach is essential if we are to improve citizens’ welfare and deliver tangible results,” he said.

The Minister also commended officials from the Ministry and the Public Service Commission for their professionalism, teamwork and continued commitment to serving the nation. The workshop is expected to assess progress made in the first quarter, identify challenges, and map strategies for improved performance in the second quarter and beyond.
