The First Reading of CAB3 in Parliament means the rumours of President Mnangagwa wanting to extend his term of office is slowly becoming a reality.
The only hope we have is on true brave and strong people’s members of Parliament.
After the first reading the CAB 3 will have to go to Parliament Legal Committee. Normally this committee is staffed with high ranking appointed bootlickers of the executive. We must not look for people’s voice from this committee.
After the PLC the Minister will bring the Bill for second reading. This opens up debate on the Bill. The nation will be keenly watching and listening to those Members of Parliament who will debate as true representatives of the people.
1) The Opposition Voice
There is no coordinated opposition voice in Zimbabwe. The MPs are divided by fear of recalls. Tshabangu is whipping MPs through intimidation strategy.
There are MPs who are in Parliament because Tshabangu pushed them through the recall backdoor. These will sing the Tshabangu support of the CAB3 agenda.
The second group of opposition Members of Parliament who think two years of parliamentary benefits is far more fruitful than the people who voted them.
The third group is of MPs who were pushed away from the people by the so called pure opposition members. They were labelled and velified. They were scold and attacked by those who thought were the closet to President Chamisa.
The fourth group are the hardcore people’s voice MPs. These have openly stated their position against CAB3.
It is not a secret that after following Hon Gladys Hlatshwayo, Hon Mushoriwa, Hon Ropafadzo Blessing Makumire and Hon Agency Gumbo on social media and Parliament debates you are still happy that a silver lining is shining for citizens.
2) The Ruling Party
The MPs in Ruling Party are difficult to understand their position but there are many against CAB3. The intimidation levels in Zanu PF is unbearable for these MPs to show their true beliefs.
Zanu PF Members of Parliament are testing the medicine of election intimidation strategy used during general elections in rural areas. The MPs fear even their shadows might report them. They are avoiding to talk even with relatives whom they know are against CAB 3.
Their vote can only be guaranteed if the secrecy of the ballot is upheld. Zanu PF will try to avoid secrecy of the ballot because it fears the people.
This is where Rtd Air Marshal Muchena and his group must play a part, 99% of MPs in Zanu PF never participated in the liberation struggle as Zanla /Zipra or Chimbwido or Mujibha. It must be the War Veterans and Rtd Air Marshal who must educate these MPs on the ethos of the liberation struggle which they must defend in Parliament.
Rtd Generals and War Veterans must seek meetings with MPs in their constituencies on a one on one basis .These must be meetings of shaping Zimbabwe.
Zanu PF in its state must expect very few MPs to voice against CAB3. The days of Hon Malunga, Hon Byron Hove, Hon Margret Dongo, Hon Zororo Duri, Hon Edison Zvobgo, Hon Dzikamai Mavhaire and Hon Josiah Tungamirai are long gone in Zanu PF. These Zanu PF MPs were brave to challenge unconstitutional and undemocratic laws by Zanu PF. We now have politically deaf and dumb praise worshippers and bootlickers.
