ZAKA- Zaka District Development Coordinator (DDC) Memory Dhliwayo has been transferred to Chiredzi where she is the acting DDC.
Dhliwayo is replacing Gift Machukele who has also been transferred to Zaka where he will hold the same post.
Masvingo Permanent Secretary for Provincial Affairs and Devolution Dr Addmore Pazvakavambwa confirmed the development.
“I can confirm that Memory Dhliwayo has been transferred to Chiredzi where she is replacing Gift Machukele . Both are on acting capacity with effect from March 1, 2025,” he said.
Victor Zinanga is the current administrative officer for Zaka while Patience Mawarire holds the same post in Chiredzi.
Dhliwayo was demoted from the DDC post last year on allegations of failing to meet security clearance.
She has been an administrative officer for a number of years in the two districts before she was promoted to be substantive DDC, only for the promotion to be revoked a few months later.
A leaked notice revealed that Dhliwayo reverted back to her previous position and grade of Principal Administrative Officer.
” We refer to your recent minute dated March 8,2024 to the post of District Development Coordinator. After receiving the security vetting results, it has been determined that the promotion must be revoked.
“In accordance with paragraph 5 read together with paragraph 6 ( part 11) , Second Schedule of the Public Service Commission has revoked the promotion with effect from December 1,2024 .
” In view of this ,you will revert to your previous position and grade of Principal Administrative Officer with effect from 1 December, 2024. We appreciate your understanding and cooperation during this process,” reads part of the notice.
Well-placed sources from Zaka district said Dhliwayo had a number of shortcomings that resulted in her demotion including poor performance of the local authority. It is alleged that Dhliwayo failed to give the local authority direction as required of the post.
