As the President of the United African National Council (UANC), I would like to address several crucial issues that need immediate attention in order to ensure a fair and transparent electoral process. These concerns are not only pertinent to our party but are also essential for upholding the democratic values that our nation holds dear.
1. Upholding the Responsibility to Pay Polling Agents
It is disconcerting to note that ZEC expects polling agents to be paid by their respective parties. This expectation reneges on the duty of the commission and undermines the integrity of the electoral process. ZEC should take the necessary measures to ensure that polling agents are remunerated independently, guaranteeing their impartiality and allowing them to fulfill their roles effectively.
2. Timely Provision of Voters Roll
One of the fundamental pillars of fair elections is the provision of the voters roll in a timely manner. ZEC’s delay in handing out the voters roll is not only irresponsible but also unfair to political parties and the electorate. Transparent access to the voters roll is essential for parties to verify the accuracy of the information and engage in adequate campaign planning. ZEC must prioritize the timely release of the voters roll.
3. Fairness in Candidacy Clearance
ZEC’s practice of accepting candidates’ money before they are fully cleared is unacceptable and tantamount to daylight robbery. The commission should not request any form of financial commitment from candidates until they have completed the necessary clearance processes. Fairness and integrity demand that ZEC ensures candidates are fully vetted and cleared before accepting any monetary contributions.
4. The Importance of Independence
As a commission entrusted with the crucial responsibility of overseeing elections, ZEC must remain independent. Any external influence or interference compromises the integrity of the electoral process. It is imperative that ZEC maintains its neutrality, free from political or partisan pressures, to guarantee the public’s confidence in the commission’s actions.
5. Adequate Time for Nomination Court Proceedings
To ensure a thorough and accurate nomination process, it is vital that the Nomination Court conducts its business over a reasonable period. A mere 8 hours is insufficient for critical decisions on selecting national leaders such as councilors, MPs, and the President. Allowing at least 5 days for the nomination process provides ample time for parties to review applications, make corrections, and minimize the risk of errors or omissions.
6. ZEC’s Integral Role in “Free and Fair Elections”
ZEC must recognize that the entire concept of “free and fair elections” hinges on its conduct. The commission’s actions and decisions significantly impact the credibility and legitimacy of the electoral process. ZEC should constantly strive to exemplify transparency, neutrality, and professionalism to ensure the public’s trust in the electoral system.
7. Definitive Vote Counting
To prevent any challenges or disputes regarding miscounting, the counting of votes must be conducted diligently and definitively. ZEC bears the responsibility of employing robust systems and trained personnel to ensure accurate vote counts. Transparent and well-organized counting processes are vital to upholding the integrity of the electoral outcome.
8. Embracing National Currency
The refusal of ZEC’s finance section to accept the local currency equivalent of the Presidential candidate fee implies a disregard for the nation’s currency. This action undermines the credibility and confidence in our own currency. ZEC should acknowledge the importance of embracing the national currency and ensure that all financial transactions are conducted in a fair and inclusive manner.
9. Commendation for Nomination Court Personnel
Despite the concerns raised, it is crucial to recognize the dedication and resilience of the Nomination Court personnel. Their commitment, even beyond the stipulated cut-off point, deserves commendation. Special mention goes to Judge Makarau, whose cheerful demeanor throughout the strenuous 16-hour processing period sets an inspiring example of professionalism and commitment.
10. Ballot Printing
These allegations that ZEC has violated the constitution by printing ballots in a secret place and kept the number of ballots secret are very serious and they raise questions about the credibility and transparency of ZEC as an independent electoral body.
The constitution of Zimbabwe states that ZEC must ensure that elections are conducted efficiently, freely, fairly, transparently and in accordance with the law. The Electoral Act also stipulates that ZEC must provide all political parties and candidates with access to inspect the voters’ roll, the ballot papers and any other electoral material.
Furthermore, ZEC must comply with the principles and guidelines of the Southern African Development Community (SADC) and the African Union (AU) on democratic elections.
In conclusion, addressing these pressing issues and ensuring fair and responsible electoral practices is of utmost importance. As the President of the UANC, I urge all stakeholders, including ZEC, political parties, and the electorate, to work collaboratively towards creating an electoral system that guarantees transparency, integrity, and upholds democratic values for the betterment of our beloved nation.
