Parly calls for nominations to fill ZEC vacancy

Parliament’s Committee on Standing Rules and Orders (CSRO) has called for nominations to fill a vacancy on the Zimbabwe Electoral Commission (ZEC) which has arisen following the resignation of Mr Shepherd Manhivi, who was appointed as Executive Secretary of the Zimbabwe Anti-Corruption Commission.

Vacancies on ZEC are filled in terms of section 237 of the Constitution, under which the CSRO is required to:

·      invite the public to nominate suitably qualified candidates to fill the vacancies,

·      conduct public interviews of prospective candidates, and

·      submit a list of suitable nominees to the President for appointment to fill the vacancies.

Functions of the Zimbabwe Electoral Commission

ZEC has the following key functions under the Constitution and the Electoral Act:

·      Conducting and supervising presidential, parliamentary and local authority elections

·      Conducting and supervising referendums

·      Registering voters, maintaining voters’ rolls, and delimiting constituencies and wards

·      Accrediting election observers, and

·      Ensuring all electoral processes are free, fair, transparent, and conducted in accordance with the law.

Qualifications for Nomination as a Candidate

Candidates must be citizens of Zimbabwe and will be chosen for their integrity, experience and competence in the conduct of affairs in the public or private sector. They must not be Members of Parliament, nor may they be public officers or members or employees of a provincial or metropolitan council, local authority, statutory body, or government-controlled entity. 

Nominees can be men or women.

Nomination of Candidates

Members of the public wishing to nominate a candidate must submit to the Clerk of Parliament:

1.   A nomination form, which can be obtained from the New Parliament Building in Mt Hampden (Human Resources department – Third Floor, Room 340) or downloaded from Parliament’s website: www.parlzim.gov.zw

2.   A detailed curriculum vitae of the nominee.

3.   A typewritten submission (maximum two A4 pages) justifying why the nominee is a suitable candidate.

Submission of nominations

Nominations must be placed in sealed envelopes clearly marked with the name of the Commission and addressed to the Clerk of Parliament.  These should be sent to the Clerk of Parliament either:

·      by hand delivery at the New Parliament Building, Mt Hampden (2nd floor, room 201, Records and Information Department) or

·      by post, to P.O. Box CY 298, Causeway, Harare.

Alternatively, nominations can be emailed to the Clerk of Parliament at the following address:  zecvacancy@parlzim.gov.zw .

The closing date for all nominations is Friday the 13th February 2026, at 16:30 hours.

NB: Any forms which are submitted late or do not meet the minimum requirements will be disqualified.
