MASVINGO- Zanu-PF Secretary General and Speaker of Parliament Advocate Jacob Mudenda has ordered party members in Masvingo to closely monitor the activities of non governmental organisations in the province so that their activities align with national goals.
Addressing a Zanu-PF Masvingo Provincial Coordinating Committee (PCC) meeting at Robert Mugabe School of Education, Mudenda said a number of NGOs were deviating from their mandate and dabbling in politics to push a regime change agenda.
“In terms of Section 105 of the Party Constitution, the PCC is mandated to monitor and recommend political and development programmes and initiatives in the province so as to foster an integrated approach among the party, Government and other stakeholders in the implementation of such programmes.
” You should monitor all NGOs. Be very careful, some of them come in a sheep’s skin and start to deviate from their mandate, dabbling in politics. You should Know them and make sure that all what they do aligns with the national developments,” he said.
The government of Zimbabwe has significantly tightened its monitoring and regulation of NGOs, with the Private Voluntary Organisations (PVO) Amendment Act being signed into law on April 11, 2025.
This new legislation marked a major shift in the operating environment for civil society, aiming to align with financial regulation standards while giving the state sweeping powers to oversee, audit, and suspend NGOs.
The PVO Amendment Act, signed in April 2025 allows for increased scrutiny of NGOs, particularly those involved in governance, human rights, and advocacy.
The legislation imposes restrictions on foreign funding, which officials claim is necessary to combat money laundering and terrorism financing.
Critics have also argued that the Law in its current form has eroded the NGOs democratic space.
