Mutare-ZANU PF’s Manicaland Provincial Executive Committee (PEC) has recommended disciplinary action against Nyanga Central Committee member Moses Gutu after he allegedly defied the party’s official position on Constitutional Amendment Bill No. 3 (CAB3).

Manicaland Provincial Political Commissar Albert Nyakuedzwa.

Gutu is captured in a facebook video saying CAB3 should be subjected to a referendum since the war of liberation was executed for one man one vote among other reasons.

The recommendation, made during a Provincial Executive Committee meeting held at Mutare Teachers’ College on Wednesday, paves the way for the matter to be referred to the party’s National Commissariat, which will decide whether formal disciplinary proceedings should be instituted.

Manicaland Provincial Political Commissar, Albert Nyakuedzwa confirmed the development, saying the recommendation would be submitted to the National Commissariat for consideration.

Gutu is accused of publicly speaking against Constitutional Amendment Bill No. 3 during meetings held in different parts of Manicaland. Videos of his remarks have circulated widely on social media in recent weeks, drawing attention of the party’s provincial leadership.

Party insiders say the decision to recommend his suspension was reached after provincial leaders concluded that his public statements were inconsistent with the party’s official position on the proposed constitutional changes.

Should the National Commissariat uphold the recommendation, Gutu could face a disciplinary hearing that may result in penalties ranging from suspension to expulsion from the ruling party. The case has reignited debate over the extent to which ruling party members are permitted to publicly express views that differ from official policy.

Political observers say the development reflects the growing sensitivity surrounding Constitutional Amendment Bill No. 3 which has sparked intense debate across the country. While supporters argue the proposed amendment is necessary to strengthen governance, critics maintain that it could further consolidate political power and weaken constitutional safeguards.

By the time of publication, Gutu had not publicly responded to the allegations or the recommendation for his suspension.
